Do you know how much I want to smack every person who thinks the simple idea of “tailoring” is going to fix every clothing fitting issue? A lot. Tailoring cannot fix major fit problems like a large bust to frame discrepancy. In order for the bust area to fit, you must buy a few sizes up. Buy a few sizes up and not only are the bust and waist areas larger, but the shoulders and upper chest and back are as well. And there is nothing “tailoring” can do to fix that short of taking apart the entire shirt/dress, recutting it, and sewing it back together.
