They were stuck in a temporal bubble of some sort, but Picard and a few others were not affected by it. They were able to move at “normal” speed while everything and everyone else was moving very slowly. There was a warp core breach and the Enterprise and Picard was trying to figure out how to fix it and then set the temporal bubble right. While this was going on, the few who were in their own bubble had to be careful of some sort of narcosis that might affect them by being in this bubble. Picard got affected and went a little loopy. At the moment I cannot remember the name of this episode. Oh, boy. I am a very sad person.
