He was a famous comedian/actor who had Graves disease (hence the eyes). He’s best known for his role as Igor in Young Frankenstein.

Oh!! BTW He was a comic scriptwriter too, writing jokes for and also in colabaration with many famous comedians – John Cleese, Barry Took etc.
He was on some British comdey show back in the early 70′s – sort of like a Benny Hill format, although I don’t believe it was Benny Hill… I just recall one skit he did where he was standing on the street corner and told a random stranger “Give me 5 quid or I take off all me clothes…” LOL
Marty Feldman was great, that caption stopped being funny about 400 times ago!
