How in the heck do ya think NASA got started in the first place? Long before it was called NASA, they were using little more than sheds, basements and garages to invent rockets, then study Germany’s tech after WWII.

It wasn’t until shortly before Sputnik that the USA took space flight seriously and spawned a new agency. Till then, rockets were considered atmospheric weapons delivery devices. We only went to space for the Satellites and pride.

Anyone with a pilot’s license can do it(legally anyway). All you need is a flight-plan and clearance, should take about an hour. There are whole club circuits based on amateur space-capable rockets.
