This is just my personal opinion, but I really don’t think regeneration should change genders, just renew the body. As for skin pigmentation, I could see that happening.

And how many Black Gallifrians did they ever show? British TV has generally had fewer minorities represented than American TV. The inclusion of Mickey Smith as a recurring character (and eventual companion) in the Christopher Eccelston and David Tennent years, and then Martha Jones as a Companion for Tennent were fantastic, as far as I am concerned. I know the American audience would have little problem if the Doctor regenerated as Black, but how would the British audience react?
As far as a change in gender during regeneration, I don’t think that could happen. Every character regeneration they showed (alright, all three characters – The Doctor, The Master and Romana) has always maintained the same gender, so the genetic makeup that allows for regeneration probably has to keep the same basic genetic template. If so, that could also theoretically rule out increased melanin levels in the skin tones.

The Dr is male so regenerates as a male, there are female Timelords ,several have been featured ,Romana was a companion.
The Dr may regenerate as any male so Who knows!
I agree that time lords prolly cannot change gender, but in case you are curious if they can or cannot, here ya go (the Doctor regenerates into a woman in the last regeneration…plus, this is a pretty funny and very well done spoof)

If the Doctor can be younger or older in appearance in his regenerations, can he regenerate as an infant?

There was talk for a number of years of the Doctor switching genders, but the writers scrapped the idea cause in a few episodes they mentioned that the time lords may switch faces, looks and personality but not genders.
